From September 2026, the statewide Community Participation Plan becomes mandatory for all planning authorities across NSW - including councils and government agencies with key planning approval functions.
A consistent, transparent framework for how communities participate in planning decisions
What this means:
Clear objectives for engagement: open, inclusive, relevant, and meaningful participation
Minimum public exhibition timeframes mandated under the Environmental Planning and Assessment Act 1979
Better accountability - authorities must explain how community input shaped final decisions
Why it matters: Planning decisions shape our neighbourhoods, infrastructure, and daily lives. This Plan ensures communities aren't just consulted, they're genuinely heard. It standardises engagement practices across the state while still allowing flexibility to tailor approaches to local context.
For planners: now is the time to review your engagement processes and ensure alignment with the new requirements.
